What the Program Offers
Temporary Water Services
Temporary Water Services are coordinated and paid for by the Kings Subbasin Domestic Well Mitigation Program at no cost to the well owner.
Drinking Water
Bottled water delivery every two weeks.
The amount of water is dependent on the household size.
Household Water
Routinely refilled water storage tank.
1,000-to-2,600-gallon tanks delivered via a driver certified by the Department of Public Health.
Long-Term Water Supply Solution
Depending on the condition of your well — such as its depth, diameter, and other factors — the Program team will work with you to determine the best long-term solution for your water supply. Potential options include:
- Lower Pump at Existing Well
- Deepen Existing Well
- Drill New Well
- Other Options*
*Other options could include referral to other existing programs if the well owner does not meet eligibility criteria. Another option could include connection to an existing water system. When the GSA determines it is feasible and practical, they will require connection to an existing water system over construction of a new well.
Financial Support
Temporary Water Services costs are fully covered under the Kings Subbasin Domestic Well Mitigation Program.
The Long-Term Water Supply Solution costs include a suite of funding options, available depending on the specific location of the dry well. Funding options may include one or more of the following:
- Zero Interest Dry Well Loan
- Dry Well Grant

Am I Eligible?
Kings Subbasin
The Kings Subbasin Domestic Well Mitigation Program is available to households located in the Kings Subbasin, a groundwater basin in the southern San Joaquin Valley. Not sure? Check your address on our Kings Subbasin map or on the application.
Well Owner
The individual applying for the Kings Subbasin Domestic Well Mitigation Program must own the property and well. If you are the well owner, you will need to provide documentation as part of the application process proving ownership such as a deed, land title or mortgage statement.
Well Type
Your well must be used for domestic purposes only to be eligible. This includes either a private domestic well that serves no more than four connections, or a State Small Water System well that serves between 5 and 14 connections. Agricultural, commercial and industrial wells are not covered under the Kings Subbasin Domestic Well Mitigation Program.
Dry Well
Only wells that have gone dry due to declining groundwater levels are eligible. Owners will be asked to provide a report from a well services contractor during the application process.
OCT. 1, 2024
Only wells that have gone dry on or after October 1, 2024 are eligible under the program.
80% State MHI
Your total gross annual household income must be at or below 80% of the State’s median household income (MHI), which is $73,524*.

More Information
Kings Subbasin Domestic Well Mitigation Program was developed to support well owners who lose water access in their home if their well goes dry due to groundwater level decline.
Domestic wells going dry is a concern in the San Joaquin Valley, especially during drought periods. During droughts, the demand for groundwater increases and can cause the water table to drop below shallower household wells.
To support individuals and families secure a reliable water supply, Groundwater Sustainability Agencies in the Kings Subbasin began the Kings Subbasin Domestic Well Mitigation Program. The Program is authorized under the Agencies’ Domestic Well Mitigation Plan Rules and Regulations. Currently, only households located within the boundaries of the Kings Subbasin are eligible for these services.
Oversight and Coordination
While all seven of Groundwater Sustainability Agencies in the Kings Subbasin are running a program to support domestic well owners, there are some differences in the process and teams who provide oversight and coordination of the program.
The Application process and the Program team for this website is specific to the Central Kings, Kings River East, North Kings, and North Fork Kings groundwater sustainability agencies.
